I have a small house in the city that I need to redo all the electrical. Can my electrician draw up the plans or do I need an engineer to do the plans? My electrician will be a licensed electrical contractor.

Your electrician is able to draw his own plans. They do not need to be done by an engineer or architect. Typically, a residential designer does the drawings since usually the building dept asks for additional information. I do residential drawings within the Sacramento area, swnd me a PM and i may be able to help you.

Check to see what jurisdiction you live in. This building permit location serves property in unincorporated Sacramento County. If you live in an incorporated city, you need to contact the office that issues permits for your city. Sorry, that doesn't directly answer your question, but you should make sure you're contacting the right jurisdiction or you may be wasting your time asking the wrong people.
