They have no clue what they're doing. You'll have to go four times to accomplish one task, each time you go they'll either have a new paper for you to fill out or they'll request a new piece of information that wasn't mentioned last time. It is however a necessity so beggars can't be choosers.

I looked up the FAX number by going to the FAQ and got the runaround. I had to fill out this form and had to enter my email address and password for Google. Here I am and I did not get their FAX number. Simple right? Hello Johnstown, N.Y. DMV. What is your FAX number? Can you provide it on your website? Can you send it to me in an email? Thanks.

yes you do need to make an appointment but if you go there you may be able to fill out a form and give them a money order in the Dropbox it may be faster than making an appointment

U have to call motor vehicle all times and dates different
Permit tests are done here. You need to bring several documents. You need something proving your date of birth, a birth certificate works. You need your social security card, proof of your residence and some current form of ID. You can take your permit test at any point when the DMV is open. Happy Driving!
