Shared Services Airlines provides service solely to employees traveling to and from the Oil Fields in the North Slope Region of Alaska. As far as service to Dutch Harbor goes. Ravn Alaska (now bankrupt), had a Saab 2000 aircraft go off the end of the runway due to adverse landing conditions and possibly pilot error (if memory serves correctly, they landed in the direction of the wind instead of against it). Since then I believe the city has been having charter service for its residents. Last I heard (Mar 2020) Alaska Airlines had started providing service to fill in the gaps, but apparently that has stopped. You might look into a charter service, or possibly Grant Aviation.
