There is a trail that makes a loop around the tower. The tower is pretty tall.

It's Sutro Tower! 977 feet above the ground and 1,811 feet above San Francisco, this radio tower is as iconic as the Bay Bridge or Golden Gate to any San Francisco resident. Highly recommend the hiking trail around it (park on Dellbrook or walk from Twin Peaks) to appreciate its scale. Or, if you're in the Mission or downtoy, catch a good view of it peaking out from the fog rolling in.

TV and Radio communications tower
They were doing upgrade work which required removal of one of the 3 "main" antennas. It seems to be done now and has been reinstalled.
Project began in 1971 and opened up officially in 1973.
