It has nice paths to walk through. The fairy garden was pretty cool. Nothing was really in bloom so it just kinda looked like shrubbery.

Great trails for local Hiking. If you are visiting from out of state, keep in mind that this is West Virginia, don’t expect anything grand or spectacular. The garden itself is kinda small but pretty during full bloom in summer. But the main attraction for me are the trails. I’ve spent hours hiking through the trails and don’t think I’ve visited them all yet. I particularly enjoy going in the fall when the leaves turn colors. It’s gorgeous and not too hot. It’s a nice place to go get some cardio and enjoy nature for a while.

We went right at the beginning of Spring when some flowers were starting to bloom so many things were still coming back/dead from the winter time. However we still got to see some beautiful flowers! The circle trail around is a little long but manageable. Our 2 5 yeat old almost made it bit had to be carried at the end. You can break off but be prepared to get muddy. There is some construction going on in the area too that is a little distracting. Overall it's a very nice and relaxing area, but I wish we were able to come at a better time!

This botanic garden is almost a hidden gem – I have not seen it crowded here! Its just a quick drive from Morgantown but you wouldn’t know once you are here. Beautifully situated along a wildlife area. This is a very natural looking botanic garden; they did a great job highlighting the local vegetation and terrain. It’s a nice layout with quite a few little trails and sections to try out. Some cool things for kids to explore as well such as the Fairy Garden. Cute little obstacles, connections, and bridges make it all the more exciting! The boardwalk was especially fun for my kiddo! Trees provide lots of shade even in the summer so it’s a great place to visit all year round. There are signs throughout the garden that discuss historical aspects and their significance to the area - so lots of opportunities to learn! Looks like a pretty neat event space as well. Looking forward to seeing the planned updates they highlighted in their “Master Plan”. The plans showed some great educational sections and even an open pool. There is a "Little Free Library" at the parking lot which is always a plus :)!

I think the same rules apply for cats as they do for dogs, they must only stay on the main loop and don't interfere with any wild life that may be present.
While yes, the facilities and trailheads are all (to my knowledge) accessible and most trails are leveled, the trails themselves are mostly soft terrain like loose gravel or dirt, and there are some steeper inclines. The bridges on the wooded half of the garden may also have some bumps that are more difficult for wheels.

That's an oddly specific question. I've never been to the Botanical Gardens in Hot Springs, but they appear to be a lot larger and more developed than the WV one. The one in WV is still being expanded and developed. If you're looking for more well established Botanical Gardens, you might try Phipps outside of Pittsburgh.
