That's an oddly specific question. I've never been to the Botanical Gardens in Hot Springs, but they appear to be a lot larger and more developed than the WV one. The one in WV is still being expanded and developed. If you're looking for more well established Botanical Gardens, you might try Phipps outside of Pittsburgh.
All Botanical gardens differ due to the area they are in and the focus of the directors. The WV Botanic Garden near Morgantown has an interesting historical background. While the landscape is old the actual garden is relatively young and is still being developed. One of the main focal points are native plants to the climate of this area. There are a variety of trails to walk, mostly level. Check their website for more information. wvbg.org
