Is this trail dog friendly?

Yes but keep them on a leash because the trail is narrow with a shear face on the cliff that leads to the farthest point. There were people there with small dogs but they kept them close.

Is this public land? It seems open to the public, but it's not very clear what the nature of this place is (park? state land? etc)

Yes, it's open land. Located just above the north side of the river. They have a easy parking lot on the ocean side of Hwy 1. So it's very user-friendly!
