Hi Erica. PA does not have a residency requirement to get married here so yes you can be from DE. However, you cannot use DE marriage license in PA. You just need to apply for the marriage license in the state you want to get married.
Yes, there is a ramp and there are a few parking spots for handicapped.
There's parking in front of the building, but seems really hard to get. However, there's plenty of parking in the back.
