Yes, depending on the reasons for the psychiatric evaluation, you have the right to choose who does the evaluation though, if you do not it can be considered neglect, classified under medical or educational...talk to your child's pediatrician and find your own psychologist, depending on what test they are requesting your health insurance might cover it, some testing is expensive and is not covered by insurance thus you should allow the school to provide this evaluation, to note if you disagree with the results you should be eligible to have the evaluation completed by a provider of your choice
