Beautifully preserved natural area with great signage throughout the park covering all aspects of its history. The trail however needs some better blazes or trail markers to keep people from wandering off in the wrong direction on what should be a basic loop trail.

Really great area. The boardwalk was really pretty, accessible to all, and there was signage telling about the area. Then it ended and became a forest path, which was a surprise but really nice. The rocks, which I climbed all over, were interesting. Lots of signage back there in the woods too, which was interesting and informative. A really nice place to spend a couple of hours hiking. There were also people fishing, although I didn't see them catch anything.

Yes you can take dogs to to the government Island I used to take both of mine their everyday for exercise
Very early in the morning, it was pretty empty at 7am when I walked it yesterday
As others have said, you can fish, but personally I would go elsewhere. There isn't much room to cast, and there's only a couple holes where fish congregate. Checkout Locust Shade park or Aquia Landing.
Digging would be frowned upon.
Biking isn't allowed on the boardwalk, but walking your bike on that part is acceptable.
There are signs posted saying no fishing but people are there all the time
