Rest areas could be wonderful and clean, i would not know until i came across this one. I talked to lady she mentioned that Iowa DOT maintain these. I think in that case Iowa DOT does a wonderful job.

Probably the most beautiful rest stop I've ever seen - pays homage to the nearby University of Iowa's infamous creative writing program (the first in the country) with an amazing building design and tributes to famous writers. An unexpected roadside gem!

There is a dump station. But it is currently closed as of 8/16/20
I'd call the state police/ highway patrol to find out, they should have a record, if not the county sheriff
