Dropped in for my TWIC card enrollment and everyone was super nice and helpful. Didn't even have to wait very long, dropping in without an appointment. I live in San Francisco, but I'll come here from now on. UPDATE: first thing next morning, less than 24 hours later, I got an email saying my TWIC card was already in the mail. Absolutely awesome!

Yes, you will need to pay the fee and bring in all your documentation. It will be just like you are applying for the card the first time.
