I want too personally thank the homeland security for helping my grandfather Monday 2/7/2022 as he was having a stroke they went into action and had a helicopter come and take him instead of a ambulance to the hospital without their help he wouldn’t be here today .

This review is as of 09/25/2021. Saturday and Sunday border crossing times are 8am to 4pm. Monday through Friday it's 6am to 2pm (at least that's what I was told). Walking into Tecate is super easy. It took me about 5 minutes to cross in.They didn't ask me for my passport or identification. I placed my backpack through the scanner and that was it. Coming back into the U.S. took 3 minutes, the border agent took my passport, asked me my purpose for my visit and that was it. There wasn't a long line for cars driving back in. I would totally use this border crossing again.

Monday, December 16 @ 2:00 pm: I walked across the border with less than a two-minute wait. Border patrol was nice and courteous, and again, less than a two-minute wait back across to the US. I did have to scan and then show my passport to them upon departure. (I parked my car across the street from the border at Baja-Mex for 9 bucks USD.) After driving for about 10 minutes toward San Diego, I approached a mandatory border patrol stop. I had to show them my passport again. All-in-all, as long as you have your passport or acceptability legal documents, crossing here is quite easy.

To go in EEUU 5am to 2pm... to go out to Mexico 5am to 11pm

Yes, you can.
There are currently no restrictions to cross into Mexico. But just so you know, currently the U.S. border (into the U.S.) closes at 2pm everyday. As always be careful and cautious when driving.

When you go into mexico the US customs does not check. After you cross into mexico there are Mexican customs officers looking into your vehicle as you drive by. They occasionally stop vehicles and check to see if yoare bringing anything where you need to pay a duty tax. For example, if you have a pick up truck with a clothing washer they see in the back you may be stopped and charged tax.
No cost

I hope you understand english well enough to understand this: you need proof of citizenship to pass through the border. It doesnt need to be a passport, you can use a bith certificate if it says you were born in Puerto Rico along with a government picture ID. This will prove youre an American citizen.
Tecate Road
The U.S city is also Tecate, it is south east of El Cajon. Take 94 east and then 188 (Tecate road) and you will run into the U.S boarder.
