If you have already gotten one previously, yes, if not you must gather appropriate documentation and go into your local DMV and get one.

Where do I go to get my MVR. Is it the drivers license office, or the motor vehicles office? Do I need to make an appointment?

They are both right next to each other. The drivers license office and the motor vehicle office. I did not make an appointment to the to the motor vehicle's office, but I believe you do have to make an appointment for the driver's license office
