I needed a copy of my birth certificate and when going in person instead of ordering online I feared it would take hours of my time. Instead, I was in and out within 15 minutes. The process felt similar to the DMV, but so much cleaner and simpler. The people that I spoke to were so nice and inviting. I got what I needed in a timely and efficient manner. If/when I need to I can go back without the same fears I once had.

We went one week before our wedding and we found out we needed an appt. They were booked up at least a month out. Making an appointment now would be best, the license without civil ceremony is $100.

Don't know if you got your answer yet but yes you do qualify in CA. You will need a letter from a Veterans Service Office that verifies that you are rated at 100% service connected, (you can download this letter from 'myebenefits' website) take it to the Assessors' Office and they will guide you to the appropriate dept/paperwork. The amount of exemption (close to $200,000) will vary on whether or not you qualify as 'low-income.' http://www.boe.ca.gov/proptaxes/dv_exemption.htm Good luck.
You can go to the County Recorder office, of the county in which your child was born, and obtain a copy of the birth certificate. You can complete the application online, prior or at the recording office when you plan to pick up the certificate. Bring ID.
If the "dots" between your initials appear on your notary stamp, they have to appear on the document with the signature(s) you are verfying. Your stamp and your name on the signed document, as the Notary Public, must match exactly. Your signature can be what it is; initials or written out. Your verification will be rejected if the words or title "Notary Public" don't appear after your name, as well. In my experiences with the Riverside County Recorder office in Palm Desert, the clerks know their stuff. I hope this helps.
