I would call community action's office and ask for Liz. She would be able to tell you if that's true and how to go about getting an application

With Community Action closed, you're unlikely to get their help. Powell Plumbing takes payments, and others might, as well.
If you are in Section 8, you should have a landlord who is responsible for plumbing. They will have an emergency number.
