This is Terry Keast from Westward Builders. A client wants me to inspect a culvert at 1508 Lincoln. The culvert opening is behind the Deli. the manager won't give access to the opening without your approval. You have our W/C&G/L,Temp Incr permit?

You can get an encroachment permit at the City of San Rafael Department of Public Works located at 111 Morphew St.
There is water in the tunnel under the train from Dominican to Lincoln. Shouldn't it be dry at this time of year? It seems to be a leak but from where? Who should be checking this?

Their are tons of natural springs in San Rafael. This is completely normal.
Is the Public Works Department responsible for issuing permits to companies to block of streets or sidwalks???
Example .. Paramount Pictures closed of Belle Street on Wednesday with signs stating would be just the one day.

I know they are responsible for private citizens getting permits to block the sidewalk because I had to get one for a delivery one time.
