Use the California State Controller's website at http://www.sco.c.gov/UCP/, another thing I use is Credit Karma that helps you find unclaimed monies for free. You should never pay money to claim something that's already yours (pay money to claim money = scam, usually). Best!

Your question is one that a probate judge should be able to answer. Your parents estate should have had a will or trust that should have explained how they wanted their real property distributed. If not, then the estate should have gone through probate and a judge would have ordered how the property would be distributed. That order would have directed the County to change title on the property to the person(s) inheriting it.
Personal information about the owner is not available online. The Assessor's office does offers public terminals where you can research the information that you are looking for.
