it is impossible to live on the first floor, since the neighbors who live on the 2nd do not give rest day or night. It's just awful. We and other neighbors wrote a complaint and no result ...

I moved into these apartments site unseen due to the pandemic and I have not been let down. Through the entire process of inquiring and applying, Phillip and Michelle have been amazing to work with and have fought tooth and nail to make sure things were in order in a timely manner. The property is very well kept, the location is close to elementary, middle and high schools as well multiple grocery stores and gas stations. I would highly recommed these apartments.

It was a good place to live back when Kate and Jessica managed it. After Phillip became the property manager, things changed. Phillip was a decent reasonable guy, but he was usually busy. Therefore, he had an assistant (I wish I remembered her name, I think it might have been Erin) taking care of tenants' issues. However, his assistant was either feeling hostile toward tenants for some reasons, or did not understand the law very well, so she always talked to people in such "this is the rule, this is the law", which, in fact, in many case she was not right, but most tenants spoke English as second language, and they didn't understand US law to even argue with her. As for me, this was home, this was my first true home with my family, so I try to live within her invented rules, since I did not want to leave my home. However, things became much more unbearable quickly, and the her could-not-care-less attitude became more obvious. There were contractors who came to update the apartment building, and usually tenants were notified a few days ahead, since sometimes power and water were cut off together with all the constant noises. Later on, the notice were posted less than 24 hours, and my family didn't have enough time to prepare ourselves. Even worse, there were a few occasions there were no notice at all, and they started to do their renovation anyway, making noise, turning off water/power sometimes. I talked to her that she needed to notify us ahead of time, since I worked night shift, so I needed to sleep during the day, and I couldn't have any sleep with those constant noises. She said "Well we are renovating the apartments, so you might want to go live with your friend for the time being." The renovation outsides took more than 3 month, and they only offered reimbursement when they did renovation inside, so her "solution" for me to go to live with my friend because I could not rest inside my apartment due to renovation, while paying rent every month, was illegal. She offered no apology, no solution, but after I left, she started to print out and putting notice to tenants' doors that they would be performing works today (after-the-fact). Since I could not rest during the day, and had to work during the night, my family decided to move out. Then we received our re-certification notice, we contacted her, letting her know that "We are likely to move out within 1 month, so can we hold the re-certification for now? If something changes, I'll let you know and we will know it by the end of this month". She said ok, with glady tone. Then, 1-2 weeks from that day, she sent us a warning, saying that we did not show for our re-certification appointment, which we did not even schedule with her, she just put us down for a date and time. She said on the notice that we were at risked for being evicted. I came in and talked to her, she said "Sorry I have to be fair", while there was no favor between us. I offered an alternative solution (hold on to the re-cert, wait till the end of the month), and she accepted it (ok, just let me know), but then she sent us a warning saying we were at risk of being evicted. As for other tenants, when they came in regarding some issues, she simply answered "Sorry I have to be fair". It was not about being fair, most tenants didn't even speak English fluently, and she didn't let her finish explaining, she just simply said "Sorry I have to be fair" for whatever issues they brought up. As of now, my family has a good place to live, we have a good life, so it may reach a moot point, although I probably could sue for the time that they did the fixings outside, causing so much noise that I had to find another place to sleep while paying them rent every month. I don't live there anymore, but it often makes me wonder why she chose to treat people that way, and even though my experience with her seem bad, it was not as bad as some other tenants'.

Horrible place to live. Very racially segregated. Tenants are very rude and unwelcoming. Had to leave due to my car being vandalized and the office doing nothing about it. Great that they help low income families but would not recommend anyone to live here.
