You can apply online and make an appointment, or walk in and reapply for another. I recommend applying online before going in with or without an appointment it saves time.

As far as I know the DMV is not allowing new appointments to be made online during COVID and is only honoring appointments that were made in the past. I don't know if they're allowing appointments to be made over the phone. When I went a week ago I had to just walk in and wait.

I don't know but I found that if you go on line to Google DMV they have a option to message and communicate questions that do not pop up and they respond instantly just like a text. Good luck and I hope you are able to get the correct information necessary also I suggest screen shots of the message so that you have a reference when asked at the DMV
