The Barcelona Apts. and Beaverton is a very nice place to live comfortable apartments easy shopping and very nice people to work with the portfolio manager Hillary is a very nice and very caring individual who overseas the management of the property she really cares about how people are treated and taken care of I hesitate to write this review because I don’t want her taken from this management by some other management firm she is a wonderful individual and portfolio manager I think the world of her how she has overseen this property very caring and nice person I for one give her five stars and no less! Amanda is the property manager on site she is a very devoted individual very concerning and a very caring heart. Amanda manages in a way that is more than just simply being a manager she’s a very caring and loving individual her heart goes out to all of her tenants and takes great proud in her work and achievement I cannot say enough for her because it is not that often that you are able to work around people that really care she’s a very special individual managing a very special property. I obviously very much like this property and I have stated the reasons why IPM management and staff have done a great job. This is truly a great place to live mostly for the reasons I have already stated.

Management is underqualified - from the upper supervisors at headquarters down to on site mngr. An example is a mentally unhinged, hostile, lease violating resident on the 2nd floor for the past 2.5 years who smokes which makes me sick; this is a no smoking complex. She over two years, drags heavy furniture/objects across floor esp. during quiet hours. Last Friday June 29, midnight most recent. When we've asked her to stop she lies or becomes hostile violent; afraid she'll start a fire, etc. We are ADA and the violations impact our health, sleep, etc. Police called; she tells them she's mixing a cake; police have continued to state "this is a mngmt issue, should have long since been resolved, evicting resident possibly". Instead IPM Mngmt, Colleen (mngr), Hillary (portfolio mngr), and boss Jill Webberley (controller) claim to have investigated concluding "unsubstantiated". This forces our hand to report all, owners, CPAH and City of Beaverton, Denny Doyle (mayor) all of whom were recently investigated by HUD where conclusion was all parties agreed to stop discrimination and harassment, i.e. We now report to HUD enforcement today. Resident on 2nd floor is Caucasian; we are of color, ADA, clean, quiet, non-smokers. We have smelled meth from her unit that caused severe choking; she routinely has guests at quiet hours yelling "N- - - - - ! N- - - - -!" right at our window up to her. Surveillance cameras are on the property, no proper action taken. She's got a Section-8 Voucher recently, so a possible factor they won't act. Dishonesty-negligence are among significant problems here. Cascade Mngmt. to IPM's take over October 2016. After C.M. was fired IPM hired Michelle, the previous fired mngr here, to manage another CPAH property. This complex (Barcelona) is beautiful, good location, but mngmt needs much improvement. As part of the HUD agreement they were required to undergo housing training, still no good. Jill Webberley's only resolution after the "unsubstantiated" outcome last week was "Do not tap on your neighbor's ceiling" as the resident above us continues her ongoing madness, severe disturbances/noise; live cigarette butts and ambers down onto us, and poured unknown brown substance down on us, but no action by mngmt. There is a problem with overflowing trash and cigarette butts close to, and on the property, in shrubbery, aligned in corners, areas of entrances, around property. There are spider webs amassed around building. Better, more qualified mngmt desperately needed here.

The Barcelona for the most part has been a disappointment to myself and many others. The lack of respect that is continually displayed on a regular basis is getting worse. On the fourth floor people allowing the barking of their dogs in the hall way late at night when they take them outside is growing old. Drug dealing undesirables coming in at all hours of day and night. And the answer we continuous basis from the management is fill out an insistent report the result being as always nothing accomplished. Smoking of cigarettes in areas clearly marked is be observed for the simple reason the smokers are just to selfish self centered and arrogant to respect others. And again the management does nothing. Doors are purposely left ajar so people can just stroll right in these people without a doubt are of the deplorable nature seeking all things of illicit behavior. Besides that it is a wonderful pace to live.
