Apartment-hunting during COVID can be a real challenge; it's hard to find a good place if you're not so keen on making extra trips. My search for a new home eventually led me to Cook Street, and almost immediately I was floored by the quick, professional responses and willingness to accommodate my needs being so far away. The Leasing Consultant who assisted me, Patrick, was beyond helpful, answering all of my questions in a timely manner and helping to set up a tour-by-proxy with a local friend. Not to mention the beautiful apartments themselves; lots of amenities, convenient access to local entertainment and transit to downtown, and a generally incredible vibe that I can only describe as "like home". I can't recommend enough that you check Cook Street out if you're on the market for a new rental!

The amenities are very clean and inviting. The staff is very nice and easy to work with. I have had a good experience here and would recommend to anyone moving to Portland.

Absolutely adore these apartments, the location is great as it is close to my favorite restaurant, Eem! The staff is super friendly, professional, and knowledgeable! I am not moving until later this year with my fiance, but Cook Street is definitely at the top of our list.

My husband and I just moved into Cook Street Apartments 2 weeks ago. This has by far been our smoothest move, in terms of the whole process of scheduling a viewing, application, and making arrangements for the move in. Patrick, our leasing agent, was very communicative and accommodating throughout the process of securing our apartment. He is attentive, quick to respond, and always accessible; we couldn’t have asked for a better experience.

Yes there is off street parking and there is underground parking that is available for $150 a month that is first come first served. The top parking lot next to New Seasons is for them and the surrounding stores under neath the apartment, but a lot of people still park there.
In short no, to get in the building itself, you need to be a resident and have a key. However, there is a lobby to wait in before you get in the residential spaces after the main entrance that can be used as a public community space as it is relatively easy to access with/without being a resident, so long answer: yes.
