Other businesses charge *everyone* the surcharge... It's built into their price structure so you don't notice it.
They give a discount when cash is used on purchases, I'm pretty sure this has to do with the cost associated for running debit/credit cards.
Most likely because any business has to pay a fee when you use a debit or credit card, with cash there is no fee.
