Most of the park is wheelchair accessible, with the exception of some of the Japanese garden. I was able to get a baby stroller through the majority of the park with no problem.
I would say most of the grounds is accessible because it has paved paths. I brought my stroller over a good portion of the gardens. However I did not visit the Japanese gardens and I did not go in the house.

The place is but the lights really isn't for wheelchairs and it's downhill and up here when you come back after you're done

Yes, there are plenty of pathways to go around and see the beautiful sights there are to see, but to my knowledge there are only stairs to get down to the Italian and Japanese gardens.
