I don't see why not.. I've seen it done if it's permitted or not I don't know..I would be surprised if they did say anything...there is a real nice rest stop not far from there that is safe to stay at and patrolled by the Oregon state trooper...
Yes both are pretty good restarts is just south about one mile.
