I have also seen dogs at this beach in the late 90s so it was used by the locals before 2018 officially/unofficially

Del Mar was established in 1885 and later incorporated in 1959 and the most recent beach rules of North Beach (dog beach) were established in 2018. I couldn't find an exact answer to the history of when it was actually an official dog beach.
