We were just there 9\15 and since its after the labor day it's ok for dogs to be off leash. Also keep 6ft distance and no mask necessary. Enjoy!!!

Same as San Diego county, 6 ft distance and wear mask. But you will see lots of people do not follow this. Also other side of beach is full of people playing beach ball, volleyball etc. I wouls say you follow the rules and enjoy yourself.
It is pretty open.just like normal.bring mask in case you might need it.
After labor day it's cool to be off leash until you reach the leash required sign towards the north side near the stairs.
