The Seabeck boat ramp only requires a discover pass to launch your boat. Be very mindful of the weather and tides when you launch your boat as the ramp is not in terrific shape.
Are you wanting to launch from Seabeck or from somewhere else??? If from Seabeck then the first answer you got is correct... but if it is from somewhere else then it may cost you...
