Always keeping chains in your car is a good idea. They are required by DOT when road conditions are bad. Better to have them and not need them than need them and not have them.

Yes, always keep chains or cables in your car, as most of the passes going over the cascades will require either traction tires or chains. Be prepared, the passes are know for avalanches and shut downs are common for clearing roadways.
