Not entirely sure that they have those specifically. I know that Target and Walgreens carry them though. I personally would buy from Walgreens for the points.
I think the best thing to do is look up your local H-E-Bs phone numbers and call them. Not every H-E-B sells the same thing as the H-E-B across town. it may be that an H-E-B in a small town like Kerrville has no need to sell an Uber gift card. But they do have tons of gift cards and it's very possible that if your H-E-B is in an urban setting they will sell them.
The East 51st St HEB advertises that they DO sell Uber Gift Cards. I would Imagine if one sells them then they all do.
