We brought our 2 and 3 year old, they had a blast. There are many different gardens, fountains and walkways that a young child would enjoy.
IMO no, unless you go on days they have activities for kids. Then yes. Or if your kid is happy just going Ohhh ahhhh and not touching things then any day is good.
Yes, if they enjoy running around pretty landscape. There's also a maze activity to do outdoors.

Yes! Make sure to go to the toddler park near the Learning Center.
My daughter enjoyed hiking/running on the trails, watching landscapes/flowers as well as beautiful/interesting stuff at the gift shop.
