Customer Service hours seem to vary from location to location. I'd be there by 9 PM to be on the safe side, tho I know of some that are open until 10 PM.

I have no idea. Most of Safeways here are open all day and night...24 hours. Kingsoopers might be your best bet. Both are expensive tho.
