Do you have to pay if you just want to go to bar 94 and buy drinks...dont want to do the 360 tour.

I would call and make reaervation beforhand, but yeah its just like other bars, you wont have to pay extra. 360 tour is operated by different company.

You can go to the bar without doing the tour.
