Yes! We were just there and just went straight up to the lounge for lunch and views. If you're doing dinner I suggested going for an earlier one to get the best view of the city and beat any rush.
There is a bar and a restaurant, on different floors great view from the bar
I visited last week, from what I can tell the dining room was on the 95th floor, with their cocktail lounge in a separate area on the 96th floor.(all still connected) The only bar I know of was upstairs and while they do serve food in the cocktail lounge I don't think it was their full menu. Side note: if you are going for full dinner, don't go at night. The dining room mostly looks out on the lake (dark) and you miss out on most of the city view.
