Was just there on 5/5/18. No wood or charcoal fires, even in developed campgrounds. The fire pits in the campsites are caution taped off. Gas stoves are allowed.
Currently, yes. Fire conditions are bad so they have to restrict them. Pretty sure you can use gas stoves though.
Depending on what time of the year you visit or camp, you may or may not have fire restrictions. If you visit the forests of northern Arizona in the summertime, then yes, you can expect fire restrictions, due to extremely dry conditions. One habit I've developed living in northern Arizona is always keeping a close eye on my campfires no matter what time of the year, because of our high winds which can come up very suddenly here.

There are no solid fuel fires allowed. However, you can use propane fueled campfires. The restriction states the fire must be able to turn off. I went camping a couple of weeks ago at Hilltop and did this myself.
Only gas cooking stoves all of yavapai county is under a fire ban but was up there 5 days ago and with the warm weather we are having it's not that cold but the scenery was beautiful and at white spur campground the host Mickey was wonderful and very kind and nice
