Yes they make keys. I don't think there's a specific time and they're not that expensive

To answer your first question the answer is no . To answer your second question it depends what kind of key you are getting made [ example: plan key cost from 1.50 to 1.99 more advance key will cost you between 2.50 5.00. Certain car keys they will make but others they wont make

Keys are made all rhe time they're open and I recall that they typically cost less than $3 per key.
