Yes. You can bring food with you. They have been trying to cut down on the number of people sampling the various animal exhibits and the 5000 year old Egyptian people-jerky. Allowing people to bring there own food has tremendously improved the museum's ability to preserve their artifacts. Make sure to bring sufficient napkins as the maps and pamphlets are not as absorbent as they appear.

Unless you're at with a group like a school group I would say no. However they do have a very nice restaurant a little on the high side price wise.
