Yes wheel accessible. I have been there wgen people have used wheelchairs.
If you are bound to a wheelchair your access will be limited as there are multiple steps and big inclines. You would be able to enjoy the pond however as that is ground level.
I think is little hard if you need wheelchair.
Parts of the park are relatively flat, but there are quite a few hills and stairs.
It depends. Most of the trail part of Avalon park is gravel or paved but there are some stairs and inclines.. You can still enjoy T Bayles Minuse Mill Pond Park where there are ducks, geese, swan and a nice view with a flat ground.
