I have not seen any dogs swimming there. Water is not the greatest.

Technically, no. There are signs that say "no swimming" and numerous ducks & geese live in/near the pond. I still occasionally see people let their dogs in the water, but it's also not the cleanest body of water, so i wouldn't recommend it.

I wouldn't recommend it, I am not sure if it is actually allowed though.
