There are some near the river and at the Tree House. Also suggest along Forbidden Drive close to The Cedars House Cafe (they have tables there) on weekends people bring coolers and everything down to Devils Pool although I would not because its crowded. Near the Cedars House Cafe are some tables and grills by a beautiful stream with amazing park access at Forbidden Drive.

Near Valley Green Inn there are picnic areas. There are others scattered throughout the park.

From what I seen no. You have to make do on rocks, dirt and gravel. You can picnic but it's not smooth surfaces.

At Blue Bell Park, yes. Not so much along the river and Forbidden Drive, though some people sit and eat on the rocks by dams and Devil's Pool.
