There are no tracks that are like ovals at a school athletic field that I know of however, there are plenty of paths, trails, and routes to run. The most ubiquitous is the MLK Drive / Kelly Drive loop. It's a little over 8 Miles and well-lit, populated, and accessorized. There's also recently constructed Schuylkill Banks which Spurs off of Kelly Drive and takes you Riverside through the edge of downtown Philadelphia. Cobbs Creek Park is also very nice.
