What does the name steps signify or refer to In "Indian steps"?

There *were* steps carved into the river cliffs. Unfortunately they have been hidden under water since 1911- after the dam construction.

There are a few steps carved in the stone on the bank at the Susquehanna below the museum. This is where the Indians used to fish and the museum took its name from the steps.
