Why don't the emergency service phones work? Why don't the vending machines work? Who owned the place?

It's a state owned rest area. One could probably address the phone issue with the Missouri Dot as for vending machines I believe they are contracted through a private company and the company information is usually on the machine itself

I have no clue I stopped at 2 rest area's that where like that they need maintenance for sure
