morning, and after 4pm during the week, although if you're just walking your dog there's plenty off room for dog owners to walk their dogs, if you are taking your dog to the swimming area the best time to stop by is during the day sometimes between 9 a.m. and 3pm.
Probably in the late afternoon/evening. It's really not a big issue though at least for me and my dogs.
I don't own a dog, but it's a big Park always plenty of room. Lots of walks and open areas. If you mean the dog section of the swimming area I am not sure.
