Yes as of a couple weeks ago.
I was there 2 weeks ago and rented the paddle boats. It's fully open. FYI... You can't go far in the paddle boat. Pretty much gotta stay close to the marina so I suggest kayaking to go out further in the lake.
We went weekend before last and all rentals were available. I would suggest going early if possible.
Last time I went, they were still closed along with the swimming pool
