Pier was closed so don't know. However this was the Joe's Crab Shack pier. There are other ones in the area. So, don't know for a certainty

No you do not. There is no cost and no license required to fish off the Main Street Pier. For more information, you can call the city directly at: 386-671-8000 as they are the ones that own and set policy for the pier.

Yes, you need a fishing license to legally fish in Florida. If you're caught by Florida Wildlife Fish & Game wardens, they can write you a ticket for not being properly licensed to fish. Far worse would be getting caught with fish you've caught, without a fishing license.
