Yes. There was only 1 of the many Hocking Hills parks that didn't allow pets, but this isn't it. Very pet friendly area

Many people were walkimg thier dogs here anf didn't see any signs that said otherwise, but Rockhouse has several drop offs so it may not be safe for curious dogs
I saw people walking their dog so I would say yes. But there are a lot of steep and short steps, let alone boulders here and there to traverse.
