There is chance that it may be open, but not staffed. But you can certainly drive by the Valle Grande, and if possible park your car at the visitor center and hike on the marked trails. Find some trail maps online
In the past, national parks and monuments have NOT been open. However, you can enjoy the beauty of this park by merely driving from Los Alamos to Jemez Springs and stopping at the many scenic pullouts and overlooks.
VCNP is not open. I was sitting at the Banco Bonito staging gate on Saturday getting ready for a hike and 2 park rangers drove up. They were posting closure signs on all the gates and points of access, while not getting paid. There may be access to the Cerro Grande trail and a bit more in Bandelier according to those rangers. Nice guys, talkative.
