This park has two gated dog parks - one is for big dogs (over 35 lbs.) and one for small dogs (under 35 lbs.) Can owners just decide to bring big dogs into the small dog area when theirs is locked? They do but it is dangerous for the small dogs.

Well, violating posted regulations is almost surely a violation of either municipal or county ordinance or code; tickets, complaints are sometimes issued; courts of limited jurisdiction can become courts of limited patience. There is a matter of common sense here, too. Patrons are expected to control socialized dogs. some amount of civil liability will certainly attach whenever there is a violation of a city or county ordinance or regulation. Report matters to appropriate authorities. I'm impressed by their tact and fairness.

Just contact the City Marshals and they'll take care of such matters.
