There are some steps but when you get outside it's a steep slope so you have to be strong to hold back the wheelchair.
We went there because of comments saying the place was wheelchair accessible. There is an elevator, but you must navigate 37 steep, narrow steps to get to elevator. So yes, if you want to risk life and limb to go down these steps to get to the elevator, you could dubiously claim the caves are wheelchair accessible. Otherwise the Sea Lion Caves are NOT EVEN CLOSE to being wheelchair accessible! We politely told the staff member on duty what we thought of the wheelchair accessible designation, and she said she would relate our comments to the management. Since we took about an hour round trip to arrive at the Caves we were of course upset and very disappointed, and left without being able to go down to visit the sea lion caves.
I'm so sorry I'm not able to answer your question. The day I went, the sea lions were out in the ocean so I didn't get to the caves.
Yes. Although there is one area that cannot be reached with a wheelchair. You cam get to the viewing point of the seals though.

There are 30-some steps you have to descend while still in the building, then there's a long paved trail to the elevator. The stairs will probably be an issue to people in a wheelchair..
